You will be able to create a Notebook in CERF if the business policies for your organization have been set (by your system administrator) to allow users to create their own Notebooks.  Further, you must have the role of Notebook Creator in at least one of your workgroups. 

If the conditions above have been met,  click on the New Collection button sites/default/files/images/New Collection_3.png and select Notebook or select New Collection > Notebook from the Collections menu in the main menubar. This launches the Create New Notebook dialog. 

The default business policy is for Flexible Notebooks.  If the business policy for your organization does NOT permit Flexible Notebooks, this option will not be displayed on the Create New Notebook dialog.  In that case, Notebooks will be rigid.  Or your business policy may be set such that you will have a choice. Compliance is explained in the next topic.

Enter a unique title for the Notebook and a description.  Next select a workgroup from the drop-down list (this includes only workgroups in which your role is Notebook Creator).  Select a digital signature workflow from the drop-down list.  This determines how many cosigners and their signing roles and will be applied to all signatures for this notebook.  This cannot be changed later.  If you will not be using digital signatures or do not require cosigners, select "No Cosigners."  Finally, specify a template for this Notebook:  a basic template contains one section with one page and an empty template has no sections and pages (you can create these).  Click OK to create this Notebook.  It will be displayed in the Document Tree.
